Leek Duck’s event archive confirmed that players could obtain guaranteed shiny Celebi encounters through the event if they unlocked the research before the deadline.

The research itself did not expire after unlocking, but new players could no longer start the quest once the distribution period ended.

Pokémon GO Hub explained that the shiny Celebi encounter was guaranteed at the end of the event storyline.

Currently, shiny Celebi is not broadly available for new players unless Niantic reruns the event or introduces another Special Research storyline in the future.
